Description from Incident 30061:
The field for the individuals you wish to send an email TO is not showing up, thus I cannot send emails.
Solution from Incident 30061:
Click on the Start button and type outlook.exe /cleanviews
This will reset the view for Outlook and generally resolves odd view issues.
