Resolution: 

The information needed to resolve this issue is contained within this Microsoft Article. 

  1. On the affected workstation, backup the registry.
    • This fix requires manually modifying the registry, and if any mistakes are made, you will need to be able to restore the registry to its original state. Instructions on backing up and restoring the registry can be found here 
  2. Open Regedit.exe and go to \HKLM\Software\Microsoft\.NETFramework\Security  
  3. Create a new key named TrustManager under Security
  4. Create a new key under Trust Manager named PromptingLevel
  5. In PromptingLevel, create 5 new String Values, as shown below, and set the appropriate value for each: 
    • MyComputer  Enabled
    • Internet  Enabled
    • LocalIntranet  Enabled
    • TrustedSites  Enabled
    • UntrustedSites  Disabled
