Solution from Incident 25050:
Connect the USB and HDMI ends of the adapter into the back of the TV in the respective slots. Then on the Surface, click the bottom right notifications box and expand. Then select the Connect option. Click on the MSDisplayAdapter and then change the input on the TV to see the duplicated screen.
