This issue is more than likely occurring because the employee is trying to open the GIMS site (http://www.gims.houstontx.gov) in Chrome, Firefox, or Edge. These web browsers do not support Silverlight, Only Internet Explorer supports Silverlight. Make sure the employee is using IE.
