This issue is due to Risa Foundation credentials somehow not working properly. You'll need to clear the credentials for the user. In order to do so, you'll need to do the following:
go to C:\ProgramData\RISA and clear out the users name folder that's having the issue.
Have the user open foundation again and they should be able to enter their credentials again and get through.
