Can't add phone to windows 10 cherwell

This is due to the a group policy setting being disabled. In order to resolve:

Edit the local Group Policy (i.e. gpedit.msc) to disable Turn off Microsoft consumer experiences in Computer Configuration -> Administrative Templates -> Windows Components -> Cloud Content
