Bluebeam requires elevated privileges to install on Windows 10 machines.
If Bluebeam was installed manually by double clicking the msi file and running through the dialog, this will not be enough even for an admin.
You must uninstall the application and then reinstall it using the Software Center deployment as it has elevated privileges.
If you can not run the install from the software center, you will need to open the Admin Command Prompt (type CMD into the search filed and right click on the application and run as administrator). From here you can type in the path to the msi file and execute.
